Senior Vice President, Strategic Communications

Shannon Manning is a Senior Vice President of Strategic Communications at DDC, and a veteran of more than two decades of issue advocacy, corporate PAC campaigns, and ballot initiatives. Shannon’s expertise in stakeholder engagement has helped clients shape policy outcomes and public debate through targeted multichannel communications, advocate experience and development, and influencer education. She works with clients to design and deploy effective, flexible strategies for integrating issue advocacy into the employee or member experience, engaging third parties as issue and policy champions, building allies across a spectrum of stakeholder audiences, and establishing and maintaining strong PACs in challenging political environments. Shannon has led successful programs and campaigns in every major industry sector, and has particular expertise in energy, transportation, health care, and telecommunications.

Career Highlights:

  • Built DDC’s PAC communications practice from the ground up, supporting corporate and association PAC clients in education, engagement and solicitation of diverse eligible classes
  • Helped build DDC’s first multiyear, multi-issue third-party advocacy program, leveraging digital and social media to build educated, highly engaged advocate communities for key energy and transportation clients
  • Helped design DDC’s ambassador program model, enabling corporate clients to train and leverage employees as the faces and voices of their organizations with public officials, community leaders, and influencers at all civic levels
  • Part of the cross-functional team that developed DDC’s proprietary advocate journey methodology representing the next evolution in advocacy for policymaking, brand awareness and transformation, reputational credibility, and internal and public perception
